Welcome to Onslow County Schools

Onslow County Schools maintains a commitment to our mission of Excellence in  Education through our ongoing continuous improvement strategic planning process. This includes our  mission of preparing students to be globally competitive and responsible leaders in the 21st century.  Additionally, the professionals within Onslow County Schools work collaboratively with our  stakeholders to provide innovative opportunities for students to experience rigorous and relevant  learning in a positive and productive environment. We value the role that all our families, community, and  businesses play in assisting our educators in making these priorities a reality.

As this work continues, our school system addresses multiple measures of  expectation related to our strategies and goals for improvement. The information provided with the North  Carolina School Report Card for 2014-2015 is one of our public data sources. This document provides  specific State and Federal criteria related to No Child Left Behind (NCLB) legislation and North Carolina  Race to the Top requirements.

The North Carolina General Assembly passed a law in 2012, and updated it in  2013, requiring the state Department of Public Instruction to give a grade – A through F – to each school  as a way to let parents know how local schools are performing and as a part of an overall approach to  reforming schools.

The formula for determining the school grade includes 80 percent student  performance and only 20 percent student growth data (what students learn in a year) in certain subjects  during the 2014-2015 school year. I believe it should be the other way around; more focus should be  on growth. There are a lot of subject areas that are not included in these school performance grades; therefore it does not represent how the whole school is doing.

Another data source that we provide system-wide includes the district and  individual school Strategic Action Plans and results on school and student success. As an AdvancED, Southern  Association of Colleges and Schools/Council on Accreditation and School Improvement (SACS/CASI)  Accredited Quality School System, we provide data specific to educational research-based  Standards of Accreditation. This data also provides our stakeholders with information to  better understand the improvement work across our system and schools.

The use of multiple measures to encourage continuous improvement is necessary to  impact education from a systemic and systematic perspective. As you review the North Carolina  School Report Card and the school-based strategic plans on our website (www.onslow.k12.nc.us), we hope  you will help to impact the future by contacting your child’s school for opportunities to join the  Onslow County School community. We know you will enjoy being part of our vision of Excellence in Education.

Educationally,

Rick Stout, Superintendent Onslow County Schools
